The proposal to negatively mark the passports of those who have been convicted and served time for viewing internet child pornography is both cruel and unjust, especially for first time offenders. This proposal suggests that these people will NEVER be forgiven of their crimes, even though they have already spent time away. I implore you not to approve this proposal. It is over the top, unfair and a despicable idea. Studies have been done to show that the recidivism rate for sex offenders are the lowest for all felons. This proposal is overkill, especially for first time offenders. Stop this atrocity!

You are spot on with your comments. I personally have been battling with the additional punishment placed on me since my one and only conviction in 1994. I served my time, got all my rights back from the Governor of Virginia (except for gun ownership) and have led an exemplitory life since being released back in 2001. I recently have had my passport revoked while living outside the country and am at a total loss as what to do next.
Was denied entry into Mexico July 10th, 2019, had no fucking idea this law existed. I have effortlessly tried to contact all govt agencies until today 8/17/2019 while this blog. I’m in completely in shock! I’m not convicted and I have a license to carry a handgun in Texas. I was 18 years old a senior in high school, when I caught this bogus charge since she lied about her age 17 but was 14. I’m 43 now, I’m in shock that I may never will visit my beloved country, Mexico! I tried to Deregister and I didn’t qualify do to the federal guide lines. Very hurt.

Why would a US passport be issued to someone who can not enter another country with this status? It is a waste of money isn’t it? Are there countries that don’t check the manifest of an airline or do they all? Thank you
I’m not sure it will answer perfectly, but the countries targeted by angel watch are mainly those recognized as common destinations for sex tourists. So you should be able to enter most rich countries. But it requires a case by case analysis. Europe is still easy to enter for sex offenders, but there will be changes in 2021. Watch Steven Whitsett videos on Youtube. One of them is precisely about this topic. And most of his videos are very interesting.
Also, if you visit let’s say Mexico or Dominican Republic, and you reserve a one-week stay in a 18 years old+ resort, you should not be targeted and banned entry. It gives you plausible deniability that you are indeed not there as a sex tourist.

For your first question, I have no answer, but for the second, it seems they all do. What concerns me is info sharing with airlines. Last week, I was denied boarding a flight back to the States (I’ve lived in SE Asia now for 15 years) because I would not be allowed to transit the airport in Seoul on my way back to the US. It was suggested I use another carrier and find another transit city/airport.
MORE: I should emphasize: I was just going to TRANSIT through Seoul airport and was on my way back to the States! Of course, Koreans are more retentive than other nationalities, but still… In fact, in the last five years, I have been through that airport EIGHT TIMES, going to the US and coming back to my adopted homeland.
This new requirement to include the endorsement on sex offenders passports is ridiculous. My husband just got a letter today from the Dept of State revoking his passport. His crime was 25 years ago and he served his time for his crime but he is continuing to be punished every time we travel. We were denied entry into the UK in 2015. We were just denied entry into Costa Rica in May. We called the Costa Rica Consulate before we booked our trip and were told he would be allowed in the country. When we got off the plane we were met by 3 police officers. They treat you like terrorists and criminals. This is a horrific experience. We are planning to go to Aruba in August for our third time. I have been on the phone all day because he may not be allowed in in Aruba now due this new requirement for his passport. Something needs to change. Please stop punishing them when they have done their time .

It is terrible what ICE is doing. They are barking at the wrong tree. People who have been good citizens and have been an asset to the community are getting punished over and over for the crime they have been served and done their time. This will turn some good people really bad eventually and probably some have already turned bad. How do they expect a person to live his life normal and have a family if he is constantly put down when he has not done any thing over 25 years very SAD, ICE should be terminated. Federal government is being very un fair and unconstitutional to the citizens of this country.

Feds need to change these policies back to what they were and protect the American citizens. it is true people who have not been convicted of theses crimes are more dangerous that people who have been charged and served and are educated and have proved over the years that they are a better fit to the society than most people. So they should be treated with respect and their rights be protected rather than violated.

I am in the exact situation as your husband. I had to hire a local attorney in the Philippines to present my request to have my Blacklist inclusion lifted so I may return to the country that I previously visited 7 times before “My” country told them. The Philippine Immigration Officer at the Manila airport told me that it was “My” country that caused me to be blacklisted. He also asked me why did I inform the US Marshall Service that I was coming. They had no problem with me coming since I never caused any problems on any of my previous trips.
At the present time, I’m not allowed into the Philippines to be with my Fiancé nor is she allowed to travel to the US.
I’ve lost thousands of dollars because of all this and see no end to the continued punishments piled on top of me.
I have always complied with all the required notifications and policies that I must conform to on a local, state and federal level. I just want to know when I can final pursue the liberties guaranteed to me under our bill of rights. There is no due process for any of this.

I was accused of touching a 15 yr. old girl, my step-daughter, breast through her clothes one time. I was charged with Indecency with a Child and received 5 yrs. probation. I completed all my requirements and fees and there has been one incident of late registration in the 20 plus years and that case was dismissed as a NO BILL case due to insufficient evidence because I was arrested a month after I had already registered.
I have been refused entry into the Cayman Islands twice when I returned from visiting my very ill sister. I was returning to be with my Philippine wife that is legally working there and I had lived there for almost three years before the visit and had been in and out of the country to Miami to VA appointments without any problems.
This Angel Watch is any thing but an angel. I have served my country with 15 years of my life in the Navy and have been a very responsible citizen and then I am treated as a vicious criminal and low life rife raff all because of an angry ex-wife.
WHY??? Do I not have responsibilities to my wife and our two adopted children? Do I not need to be there to help care and love them? How many peoples lives have been ruined because of this very unfair law and I think should be for those that are repeat offenders and do harm to innocent children. Not because of someone just trying to get revenge.

This was the fourth time going there for Soccer matches and never had any problem before. This new identification system seems a bit unfair. My husband’s crime was over 35 yrs. ago. He has been reporting four times a year for many years. He served his time, went back to work and has since retired. When will this stop? There are no other crimes treated in this manner. He was not convicted of trafficing or anything related he just wants to travel with our son. This was an isolated incident over 35 yrs. ago. What can we do?

Well, here I am in a foreign country and I just found out my newly re-issued passport (January 2019) was revoked. Now what? Wasn’t I supposed to be notified that my passport renewal was under question since I have been a registered SO since 1999? I didn’t leave the US with my new passport until February 7, 2019. They could have stopped me at the airport before I left the US. Why didn’t the Marshall Service contact me and tell me about the new passport requirement when I applied for international travel a month before my scheduled departure date? I can’t even get back to the US. Any suggestions?

Has anyone had any experience trying to go to Italy? Two weeks ago my wife and I were preparing to board a plane at JFK to go to Italy where I am the conservator for my 101-year-old Can’t. Like I said I knew nothing about that because I had a passport issued about a year and a half ago while I was still a registered offender although I have not been under any supervision for over five years. I have family business in Italy and need to go again as soon as my new passport is issued but I’m wondering if anybody has had any experience in traveling to Italy with this specific situation .

It is so frustrating because convicted murderers don’t have identifiers. I don’t know the numbers, but I would bet that most people who have been caught in sex trafficking, more so when traveling, are probably not registered offenders. People who comply with their sentence, the registration requirements are punished over and over and over again. I want to travel with my fiancee and my son! Does sending letters really do anything?
